§ 9-45. Duties.

A.The Committee shall assist the City Council and Administration in the evaluation of and response to specific proposals for community residences within New Rochelle, including:(1)Development and execution of a timely and thorough process of public notification and outreach to neighborhoods in which community residences are proposed, including identification of neighborhood leaders and points of contact.(2)When appropriate, dissemination of information about the purposes of community residences and about the effects of community residences on neighborhoods, drawing upon both local experiences and broader professional studies.(3)Determination of whether and how to exercise options under state law, such as filing objections to a community residence and/or identifying specific alternative community residence sites.B.The duties of the Committee shall be to help forge constructive relationships among the agencies operating group homes, the residents of group homes and residents of the neighborhood surrounding group homes while addressing concerns and complaints.C.The Committee shall promote the integration of individuals with disabilities into the civic, social and economic life of the community.D.The Committee shall advise City Council and Administration on demographic, policy or legal developments that may impact service and housing needs in New Rochelle and recommend changes as needed in local law or practice related to these trends.
