Permits for slips shall not be issued unless the applicant presents evidence of:

A.
Liability insurance;

B.
Either New York State registration or documentation by the U.S. Coast Guard; and

C.
Successful completion of a U.S. Coast Guard boating safety course or sufficient nautical experience as determined by the Harbormaster.
