§ 25-1. Findings; authority.

A.The residents and other customers of the City of New Rochelle, Westchester County, New York, have shown an interest in making payments to the City for various services, fines, civil penalties, rent, rates, taxes, fees, charges, revenue, financial obligations or other amounts, including penalties, special assessments and interest, owed the City by means of credit cards.B."Credit card" means any credit card, credit plate, charge card, courtesy card, debit card, other identification card, or other value-transfer device as defined by the State Comptroller.C.The City Council of the City of New Rochelle, Westchester County, New York, has determined that it is in the public interest to accept this method of payment.D.New York General Municipal Law, Article 2, § 5, allows the governing board of any local government to authorize the use of credit cards for the aforementioned payments.E.There are numerous vendors offering credit card processing services.
